No public operator deregistration, seat exit, cooldown, bond reclaim, key retirement, wallet call, or transaction sequence is certified. Do not submit historical deregistration or withdrawal calls or assume a bond can be recovered under an old schedule.
For the Foundation-operated development testnet, use authenticated instructions tied to the exact runtime release. A future public lifecycle must publish consent, membership, withdrawal, fault, dispute, and recovery semantics and test them end to end.
